SMS Manuals

OAG's SMS Manuals and supporting programs are a practical application of ICAO, Transport Canada and FAA guidance, designed to be used in conjunction with our award-winning Incident Reporter SMS database. The comprehensive, professionally written SMS Manual is structured in accordance with ICAO guidance and FAA's SMS Framework and SMS Assurance Guide (rev. 2 dated July 15, 2009), producing a standardized, auditable document which we initially customize for your company, based on information you provide.

While some critics may call this a “cookie cutter” approach to SMS, the reality is that such a structure is necessary in order to produce a standardized and auditable document, thereby ensuring FAA acceptance of your SMS. Organizations outside the US may also be assured of SMS acceptance, as the SMS Manual also aligns with the ICAO SMS Framework.

Our customized SMS Manuals are NOT to be used "off-the-shelf", however. You are responsible for all aspects of safety management within your company, including products and services received from vendors. It's up to you and your management team to review and further edit your SMS Manual by incorporating your existing safety policies and accident prevention program elements. This method facilitates "buy-in" by your management team, and prevents burn-out as busy managers struggle to develop an SMS manual internally in their spare time.

Here's a sample of our SMS Manual, which aligns with ICAO and FAA Framework components of Safety Policy and Objectives, Safety Risk Management, Safety Assurance, and Safety Promotion. How will you address interfaces between safety risk management and safety assurance processes? We've done it with the Incident Reporter SMS database and this professionally written document.

Supporting Programs

Supporting Programs are also included, at no additional charge. Keep a small and manageable SMS Manual aboard your aircraft, simplify your revisions, and select appropriate written guidance for the task at hand, using this modular approach.

Want your Employee Reporting System to be a full-blown Aviation Safety Action Program (ASAP), complete with FAA involvement and Memorandum of Understanding, in accordance with AC 120-66A? No problem, we have it.

What about a Voluntary Disclosure Reporting Program IAW AC 00-58A...? This tool has finally come into its own with SMS, allowing you to disclose potential violations to FAA and implement corrective actions (in the IR database), thereby removing "skeletons" from your records closet, and reducing your risk of violations and civil penalties.

OAG provides you with more than just statements of policy. In addition to explaining the "how's and why's" of SMS, procedures have been developed, which you may then modify to suit the structure of your company and the way you manage your operations. Even Incident Reporter™ has built-in reference tutorials to help managers effectively manage risk.

When published in PDF format, each document's Table of Contents is linked to every paragraph; instantly find the information you're looking for. Here are some additional samples of our work:

pdf documentEvent Investigation Program
This program provides guidance for investigation of all events, as well as policies / objectives and the roles, responsibilities & relationships of NTSB, FAA, and company representatives during accident investigation. Want the real story behind an incident or near-accident? Don't settle for use of "the five why's", when you can have professionally developed procedures that enable discovery of direct and indirect contributing factors. Procedures for the use of event building blocks and time-actor diagrams are also included.

pdf documentEmergency Response Plan
OAG offers several Emergency Response Plans to suit the needs of corporate flight departments, USFS contractors, charter operators and large air carriers. Adopt OAG procedures or incorporate your existing ERP. Emergency response preparedness is a functional requirement of SMS.
